Chairman, Chief Learning Officer, and President - J.R. Flatter, PH.D.
As the founding owner, J.R. has served as Flatter, Inc.’s Chairman since its beginning in 2002. In this position, he leads Flatter’s global operations from the front – visiting each program personally to ensure his teams are motivated and performing up to Flatter’s standards of excellence. Concurrently, under Flatter’s wholly-owned “Two Roads Leadership Division, J.R. oversees all leadership development, coaching, and coaching training projects and programs. J.R. complements his leadership skills, business experience, and analytical acumen with a strong educational background that includes a Bachelor of Arts in Business Administration from the University of Washington – with a concentration in Organizational Design, a Master of Science in Management from the Naval Postgraduate School – with a concentration in Multi-Variate Regression Analysis, and a Ph.D. in Public Administration from The George Washington University - with a concentration in Leadership Development. J.R. is happily married to the former Alicia Flores and they have four grown children and ten growing grandchildren – so far!
Chief Executive Officer - Brittany Chiang, PMP®
Brittany has been on the Flatter team since its inception as both a Principal and Strategic Advisory Board Member. She currently serves as Flatter’s Chief Executive Officer. Brittany holds a B.A. in Business Administration with a concentration in Management Information Systems from Boston University and is PMP certified. In addition to her formal education, Brittany personally understands the needs of the U.S. Government through not only her 11 years of practical experience, but also as the daughter of a Marine Corps Veteran and wife of a former Active-Duty Army Officer. During her tenure at Flatter, Brittany has served in the roles of Information Technology Manager, Quality Manager, Chief Financial Officer, and Business Developer.
Co-Founder and Secretary - Alicia Flatter
Alicia Flatter is co-founder and Secretary of Flatter & Associates. In addition to serving as an integral member of their corporate leadership team, Alicia’s day-to-day duties at Flatter & Associates involve corporate strategic planning, business development, and Partner-Client relationship management.
Prior to founding Flatter, Alicia held professional positions in businesses throughout the United States. Concurrently, as a Marine spouse, Alicia traveled with J.R. from duty station to duty station raising their four children.
Chief Operations Officer - Oliver Chiang, PMP®
Oliver works closely with Flatter’s employees, clients, and teaming partners on a daily basis to ensure exceptional service delivery across all of Flatter’s contracts with the Department of Homeland Security, Department of Defense, Department of State, and Department of Agriculture, both within the United States and overseas. Oliver also plays an active role in the company’s information technology, business development, and proposal departments. Prior to joining Flatter, Oliver served in the U.S. Army in Korea and Fort Hood, Texas. Oliver holds a Bachelor’s Degree in Computer Science from Boston University, an MBA from Liberty University, and the Project Management Professional (PMP) certification. Oliver is happily married to Brittany and they have four children together.
CHIEF OF STAFF - PATRICK “PAT” ALSTON
Command Sergeant Major (Retired) Patrick Z. Alston is the Chief of Staff for Flatter, Inc. He also serves as a Senior Consultant for Burlington Capital Corporation, a diverse investment management firm located in Omaha, Nebraska. Additionally, Pat is a Keynote Speaker for high-profile events within the Federal Government, with a focus on senior leadership development. Pat has served in a multitude of locations both CONUS and OCONUS during his distinguished military career, with his final assignment as the Command Senior Enlisted Leader of United States Strategic Command (USSTRATCOM).
Director of Programs - Rod Aweina, MBA, PMP
Rod Aweina is an experienced executive team member with a strong background in program management. As Director of Programs at Flatter, Rod is responsible for overseeing all aspects of program delivery, including leadership, staffing, organization, quality, schedule, and budget. With a collaborative leadership style and a commitment to creating a team environment that reflects Flatter's culture and strategy, Rod has a proven track record of delivering complex programs on time and within budget. He has helped the U.S. Department of Defense establish a global vendor payment process, resulting in savings of tens of millions of dollars, and has led several IT initiatives and cloud migrations for Flatter with the Defense Logistics Agency. With an MBA from American Public University and PMP certification, Rod is well-equipped to manage complex programs with a high degree of efficiency and effectiveness.
